number enrolled in each Division of a Class. This

reduction is being carried out, with the effect that the sitting accommodation at all the schools

for Chinese is being reduced by 25%. In com- -pensation for this loss the Committea recommended

the erection of an additional school in the

Eastern District. I brought up this proposal in comection with my Estimates for 1918 and for 1919, but owing to the war it was not approved. I have this year brought it up again in the form of an addition to the present Tantaai School, which should make it capable of sitting 600 boys. Such additional accommodation is, in my opinion, by far the most pressing need of the moment. With the exception of additional storeys to the Saiyingpun and Yaumati Schools the Government has made hardly any increase to its school accomodation for Chinese boys during my tenure of office, 18 years, and the accommodation is now not only not increas– -ing with the increase of population, but is, for the reasons given above, actually decreasing, Al) the schools are full: 127 boys were turned away from Saiyingpun School this term for lack of accommodation, and 125 from Vantaai School. For this reason I would venture to press that the re-construction of Wantsai School should be taken in hand at the earliest possible moment. If this is dene it should be possible to open the additional accommodation next year and to estimate for the incrense of staff required.
